City Council Presentation: Resolution for City's Commitment to the Fundamentals of Human Security

 

WHAT: The Los Angeles City Council hosted a special presentation to reaffirm and strengthen the City’s commitment to fundamental human rights, including freedom of speech, freedom of worship, and freedom from fear and want.  As part of this effort, multi-faith leaders joined as  the City Council has introduced a Human Security Resolution to underscore the importance of dignity and human rights during these challenging times for our nation and the world. This resolution reaffirms the City’s dedication to the U.S. Constitution’s protections of freedom of speech and religion while amplifying the collective commitment of our communities to uphold human rights and dignity.  The resolution also embraces a human security framework to foster resilience, support human-centered initiatives, and address critical challenges such as dialogue and peacebuilding efforts throughout the City.

Background on Human Security Construct: Human security is a multisectoral framework that focuses on safety and dignity for all people as a human right.  It is a community/human centered approach to challenge inequalities and vulnerabilities.  The resolution was sponsored by Councilwoman Katy Yaroslavsky and seconded by Councilmember Hugo Soto-Martinez.  It is a community-led effort to deepen commitment to human rights, dignity, and to foster resilience.

The City of Los Angeles continues to foster the ideals of human rights and human security within its policies and initiatives.  In 2019, the city formally signed the Human and Civil Right ordinance into law giving way to the creation of the Commission on Civil Rights and the Civil + Human Rights and Equity Department (LA Civil Rights).  The department is tasked with enforcing the Human Rights Law, while also cementing equity and inclusion for all communities.  Additionally, the Bass Administration has extended its public safety to the establishment of the Mayor’s Office of Community Safety further cementing the human centered approach to safety and security.
