LOS ANGELES - The Civil + Human Rights and Equity Department (LA Civil Rights Department) is seeking a Research Partner to support its Office of Racial Equity in developing a report on Black People Experiencing Homelessness (BEPH) in the City of Los Angeles.
The research being led by the LA Civil Rights Office of Racial Equity stems from City Council motion 21-0702, which instructs the Department to help facilitate implementation of LAHSA's Ad Hoc Report on Black People Experiencing Homelessness. In the City of Los Angeles, that begins with a comprehensive study on the state of Black People Experiencing Homelessness in the city, the factors that drive racial disparities in homelessness, and specific strategies for intervention and a path to stable housing.
According the the LAHSA report, in 2018, Black people represented only 9% of the general population in Los Angeles County yet comprised 40% of the population experiencing homelessness.

All proposers must attend a mandatory proposers webinar on Zoom or watch uploaded webinar videos posted on RAMPLA. This webinar will explain the RFP, discuss assistance available to proposers, and answer questions to assist proposers in fulfilling the minimum requirements to complete. Please note that registering on RAMPLA.org will be required to view the RFP and to be awarded a contract.
The Business Inclusion Program (BIP) and all material for the BIP are no longer required.
