LOS ANGELES - The Civil + Human Rights and Equity Department (LA Civil Rights) is seeking various partners, vendors, and contractors to assist in strengthening the city's diversity, equity, and accountability. LA Civil Rights has released multiple Requests for Proposals (RFPs) that eligible vendors are invited to respond to. See details for each RFP and their individual submission deadlines below. Rereleased On-Call Community Outreach and Engagement:

The City of Los Angeles, Civil, Human Rights, and Equity Department (CHRED) is establishing a pre-qualified list of vendors, contractors, and organizations that can provide on-call, as-needed community outreach when the department requires an external partner meaningfully and authentically engage Angelenos.

The result of this Request for Qualifications (RFQ) will be a call list with an estimated 5 - 10 organizations, each with a 3-year contract. When needed, the department will issue a Task Order Solicitation (TOS) that will specify the immediate need. Organizations will then be asked for a price for the services requested. Based on the qualifications of the organizations and cost, an organization will be selected to implement the service needed.

Organizations will be required to carry minimum insurance as specified in Attachment 2 and hold an active Business Tax Registration Certificate (BTRC) through the term of the contract.

There is no guaranteed minimum dollar amount or guaranteed selection for services. An additional benefit of being pre-qualified through the LA Civil Rights Department is that organizations will be able to do similar work for all City Departments as needed without having to go through another contracting process. Departments will be able to piggyback on the existing LA Civil Rights contract, and vendors will invoice the requesting department directly.

RFP for LA Civil Rights Commissions Strategic Development and Operational Plan:

Submission Deadline: 5/1/2023, 08:00 AM PDT

The LA Civil Rights Department seeks a consultant to provide strategic guidance to its Brown Act applicable Commissions and create an operational plan for each commission containing clear goals, objectives, measures, costs, and time-frames. Each plan should build on the Department’s strategic plan and be specific to the purpose of each commission and culminate in a symposium of Department Commission plans; the Reparations Advisory Commission and the Commission on Civil Rights are excluded from this work.

The Department is aware that various perspectives, models, and approaches are available to develop an operational plan; therefore, the successful proposer should be able to discern which model or model(s) will best enable the Commissions to achieve organizational and programmatic goals. The Department encourages proposers to submit their recommended strategy, including alternative deliverables as appropriate, with a work plan and set of deliverables that meets the goals stated.

Participatory Budgeting - L.A. REPAIR – Technical and Financial Assistance

CHRED is seeking a consultant or vendor to provide technical and financial assistance for the administration of the L.A. REPAIR grant program. The consultant or vendor will work closely with CHRED to successfully implement, monitor, and evaluate a pilot grant program by ensuring the proper technical and financial documentation is received and reviewed.

RFP for Intersectional Health and Housing Services for Transgender, non-Binary and other LGBTQIA+ members

CHRED requires a qualified organization to connect LGBTQIA+ individuals experiencing homelessness , or at risk-of, violence, and other unsafe conditions to street-level services in the Hollywood-Wilshire area and parts of downtown in the skidrow area (particularly Council District 13, Council District 14) through regular outreach and engagement activities, to reduce health disparities, reduce the rate of homelessness, and identify geographic clusters among LGBTQ+ individuals. These services may be mobile and service other geographical areas as needed.
