Claudia Luna (she/her) is an Assistant General Manager for Operations at the Civil + Human Rights and Equity Department (LA Civil Rights). 

Claudia joins LA Civil Rights with over ten years of government experience. In this role, she strives to speak up for what’s right and to empower the people around her.

While working for the City of Los Angeles, Claudia has managed a wide range of offices and projects including facilitating communication across City departments on behalf of Mayor Eric Garcetti.  In her previous role, as Executive Officer of the Mayor’s Office of City Homelessness Initiatives, she implemented the Mayor’s vision on issues including interim and permanent supportive housing, street engagement, and emergency COVID-19 response. Claudia supervised a dedicated and skilled team of 25, collaborated with vital internal and external partners, and guided policy with the goal of creating lasting, compassionate, and thoughtful support for Angelenos experiencing homelessness. 

Previously, Claudia was the Chief of External Affairs in the Office of Legislative and External Affairs.  In that capacity, she supervised the Mayor’s Offices of Immigrant Affairs, Public Engagement, and Volunteer Engagement.  She also served as the liaison to the  LAUSD School Board and was responsible for oversight of the Department of Neighborhood Empowerment.  In addition, Claudia was instrumental in helping launch the LA Civil Rights Department several months ahead of schedule amidst a global pandemic and local budget crisis by helping create its budget and assisting with drafting its staff plan. 

Claudia is a native Angeleno, having grown up in Highland Park, and has hiked nearly all the peaks overlooking the City.
