Claudia Luna (she/her) is the Assistant General Manager at the City of Los Angeles’ Civil, Human Rights, and Equity Department (LA Civil Rights). In this role, she oversees the Department’s operational functions and provides strategic leadership for the Department’s Commission portfolio, supporting multiple Brown Act bodies, including the Human Relations Commission, Commission on the Status of Women, Commission on Civil Rights, and Transgender Advisory Council. Claudia leads cross-departmental coordination, policy implementation, and community engagement efforts that advance civil rights, equity, and public accountability across the City.
Claudia brings 15 years of public service experience in City government, with a career grounded in collaboration, crisis response, and community-centered leadership. She is known for building strong partnerships across City departments, elected offices, and community organizations, and for translating complex policy direction into practical, actionable programs that serve residents.
Prior to joining LA Civil Rights, Claudia served as the Executive Officer of the Mayor’s Office of City Homelessness Initiatives, where she implemented the Mayor’s vision on issues including interim and permanent supportive housing, street engagement, and emergency COVID-19 response. She supervised a dedicated and skilled team of 25, collaborated with key internal and external partners, and guided policy to create lasting, compassionate, and thoughtful support for Angelenos experiencing homelessness.
Previously, Claudia was the Chief of External Affairs in the Mayor’s Office of Legislative and External Affairs, where she supervised the Offices of Immigrant Affairs, Public Engagement, and Volunteer Engagement. She also served as liaison to the LAUSD School Board and oversaw coordination with the Department of Neighborhood Empowerment.
Claudia is a proud native Angeleno, having grown up in Highland Park, and remains deeply committed to public service, community engagement, and advancing dignity and opportunity for all residents of Los Angeles.
